SignAIL (Strategic Intelligence for the Detection and Triage of Foreign Information Manipulation and Interference) is a project funded by the European Commission under the Horizon Europe programme. Its aim is to deliver an integrated suite of EU-based, AI-powered solutions to detect, assess, and respond to Foreign Information Manipulation and Interference (FIMI) operations in real time.

 

FIMI encompasses coordinated efforts by state and non-state actors across diplomatic, online, and offline media designed to undermine democratic values, institutions and social cohesion. The growing scale of online information ecosystems, combined with advances in AI and synthetic media, has increased the reach and sophistication of these malicious operations.

 

The two-year project will map malicious actors and narratives, mitigate their effects, strengthen information-sharing among authorities, and provide training for relevant stakeholders. Transcrime will lead the research on FIMI socio-economic impacts, drivers, networks, and intermediaries, as well as existing countermeasures. This analysis, alongside the gathering of end-user requirements, will inform the design of the software and hardware architecture of the project’s solutions and guide subsequent policy recommendations. The project also builds on methodological approaches developed in previous EU-funded initiatives such as CEASEFIRE and FERMI.

 

UBITECH coordinates the initiative, working alongside Transcrime and five other partner organisations.
