A conference in Italian on integrity measures in a major public project
A conference in Italian will be held on 3 December 2025 at Università Cattolica (Milan) to present the first empirical study in Italy on integrity controls in a major infrastructure project: the construction of Milan’s Blue Metro Line. Conducted by Transcrime, its spin-off Crime&tech, and Metro4 S.p.A., the analysis covers over 1,300 companies, nearly 4,500 contracts, and 16,000 workers. The event will explore strengths and limitations of anti-mafia screening, the importance of promoting a culture of legality across all levels, and the role of new monitoring technologies and risk-assessment models.

Nel solo 2024, il giro di affari degli appalti pubblici in Italia è stato superiore a 270 miliardi di euro (ANAC, 2025). Un motore di crescita ma, al contempo, un’opportunità di infiltrazione per le organizzazioni criminali. Nonostante la rilevanza del tema, la conoscenza su come le attività di prevenzione e le verifiche antimafia si svolgano nella realtà è ancora molto limitata.
È per questa ragione che Transcrime – centro di ricerca dell’Università Cattolica – e il suo spin-off Crime&tech insieme a Metro4 S.p.A. hanno prodotto il primo studio empirico in Italia sui controlli di legalità in una ‘Grande opera’: la realizzazione della linea blu della metropolitana di Milano.
Lo studio verrà presentato il prossimo 3 dicembre 2025 in Università Cattolica.
Un’analisi svolta su più di 1300 imprese, quasi 4500 contratti, 16000 maestranze. Discuteremo dei punti di forza e dei limiti del sistema delle verifiche antimafia, dell’importanza di condividere a tutti i livelli la cultura della legalità, del ruolo delle nuove tecnologie di monitoraggio e dei modelli di valutazione del rischio.
