KLEPTOTRACE Report

The report “Restrictive measures: the challenges in front of the EU“, carried out by Transcrime within the EU co-funded project KLEPTOTRACE, presents the first comprehensive analysis of the recurrent schemes used by sanctioned entities to evade restrictive measures. It aims to reduce the current gaps in sanctions enforcement thanks to a deeper understanding of the phenomenon.

 

After a general assessment of the nature and effectiveness of sanctions, the report focuses on actors, facilitators, corporate vehicles, satellite jurisdictions, most violated sanctions typologies, and recurrent evasion evasion tactics and transactions. It also provides policy implications and specific risk indicators.

 

This analysis enabled the development of the advanced KLEPTOTRACE tool for EU competent authorities to assess high-risk entities and to trace and recover illicit assets.
