Major Public Projects and Integrity: The M4 Experience

The report in Italian “Grandi Opere e Legalità: l’esperienza di M4” – carried out within the framework of the Protocol signed by Transcrime-Università Cattolica, its spin-off Crime&tech and M4 S.p.A. – represents the first empirical study in Italy on integrity controls in a Major Public Project: the construction of Milan’s Metro Line 4 (the ‘Blue Line’).
The analysis of the supply chain, the workforce involved, the anti-mafia controls conducted, and the risks profiled through an innovative system – the anomaly indicators developed by Transcrime – has shed light on the scale and complexity of integrity safeguards in a strategic construction site, to reflect on policies and tools for preventing criminal infiltration, benefiting contracting authorities, regulators, and companies in Italy.
