External Threat Assessment of Organised Crime to the European Union

EXTRA is a research project funded by the European Commission, establishing the first European observatory on global organised crime threats impacting the European Union.

 

Transcrime will cooperate with Global Initiative Against Transnational Organized Crime (GI-TOC) and INTERPOL to develop a new intelligence framework on key threats, criminal actors and schemes, their operational networks, and market vulnerabilities, before they materialise into operational crises. The analyses will converge into an annual flagship report that will support EU decision-making on external security and relations with third countries, complementing Europol’s SOCTA report focused on internal threats.

 

In particular, Transcrime will integrate its analytical capabilities and advanced technologies for assessing the risk of criminal infiltration into the legitimate economy, applying risk indicators and artificial intelligence models developed and validated in EU-funded projects such as DATACROS III, KLEPTOTRACE, FALCON and INVERT. The analysis will map:

 

  • economic, financial and regulatory vulnerabilities facilitating criminal infiltration of the legitimate economy;
  • anomalous trade flows;
  • suspicious ownership linkages between companies;
  • investments by organised crime groups, both EU-based and foreign, in key sectors of the EU market.

The EXTRA project will also produce thematic analyses, new datasets, restricted briefings for competent authorities, and capacity-building activities for third countries. An Advisory Panel composed of experts from international organisations will ensure alignment with EMPACT priorities.
