High-level Corruption: an Analysis of Schemes, Costs and Policy Recommendations

The Policy Brief was developed by Transcrime, Government Transparency Institute and Basel Institute on Governance as part of Work Package 2 of the EU co-funded project FALCON – Fighting Corruption and Organised Crime. It analyses corruption schemes and modi operandi, assesses their societal impacts, and identifies targeted risk indicators across various domains and asset types. The brief also outlines policy recommendations aimed at enhancing the detection and prevention of corruption throughout Europe.

These insights are contributing to the development of the FALCON data-driven toolbox, which will be made available to European authorities and law enforcement agencies engaged in the fight against corruption.
